    Sir,

    Please will you explain the rules of the road to your driver of vehicle number SHB 474 GP.
    He was allowing all the traffic in a side road into Hill Street so that they could turn into Malabongwe Drive. This was at 15.30. In spite of my hooting at him, he continued to hold up Hill Street until he was satisfied he had allowed all those whom he wanted to, then he proceeded to turn left into Malabongwe Drive.
    I feel he must have the rules of the road explained to him, and must not hold up traffic at his convenience.
